PROFILE OF ACTIVITIES

Objective

                         National Informatics Center a high priority plan project was set up with a long-term objective of setting up a computer-based informatics networks for decision support to Government/Ministries/Department and development and of databases programs. NIC awareness in promoting and systemizing the data collection, organization, processing and its on-line accessibility. From 1985-86 NIC has extended its informatics support services to state and District and Administrations and signed Memoranda of understanding with all the State Government/UT’s of the Union of Indies.

 

                        NIC has been made the nodal S& T organization of the Government of the India under the Ministry of information technology to introduce information technology tools for executive support system (EGS) development and distributed databases (DPBS) expert system electronic mail services and 450 District administration through its satellite based information communication network (NICNET).

 

                        National Informatics Center (NIC), constituted by the Government at all levels of its hierarchy such as the Central Government, State Government and District Administrations, has set up a nationwide satellite based computer communication network called “NICNET”. NICNET in its present configuration connects all Central Government Departments/State Government Secretariats, District Administration Headquarters and some public sector organizations in an a single integrated network. In parallel with setting up infrastructure, NIC has developed a large number of informatics services for almost all sectors of the Government such as economy, industry, etc. Many of this service make extensive use of NICNET resulting in timely, efficient and reliable flow of information at different levels in the Government hierarchy.

 

                        National Informatics Center (NIC) recently embarked on the ambitious project “Collectorate 2000” at State level. As a first step the State center located Udyohg Bhawan, Ganesh Khind Road, Pune is releasing the CD containing 12 applications, which will automate day to day working of collectorates.

 

                        These applications support Devanagari script under Window platform with GUI interface. User manuals are available on CD. These applications run on stand alone PC and also ensure seamless migration to LAN and web based platforms. NIC is committed to support these applications through is District Centers in every Collectorate in the state.

 

  

Applications Developed and Implemented by NIC District Center Yavatmal.

 

1.      Single Window System (SWS) - Citizens can obtain standard forms from SWS, fill in and submit at the  Counter SWS scatters to eighty-two types of services from a single counter in Collectorate. Final certificate and interim status of the application is available over SWS counter. 

 

2.      Land Acquisition System (LAS)  -  Land Acquisition is done for major projects. Las are a powerful tool to monitor scrutiny, inquiry, notification, approval, publication, valuation and award distribution of LA cases expeditiously. It ensures efficient service to landowners and development agencies.

 

3.      SGY System (SGY) -  The scheme provides financial aid to poor, land less & handicapped people who are below poverty line (BPL). SGYS covers monitoring of five social assistance schemes. Money order, bank list, post list beneficiary register printing etc. are fully automated.

 

4.    Civil Supply System Civil supply department purchases commodities and stores it in government or private godowns for further distribution. This software has district (CSS-D) and Tahsil (CSS-T) modules. In district module, godown wise/commodity wise data is compiled so that DSO can get district status at a glance. Tahsil module covers permit, R, R2, H, H1 & W forms.

 

5.     Tapal Information System (TIS)  TIS handle all inward and outward correspondence in the Collectorate.It generates inward, outward, and stamps stock registers thereby improving productivity of Tapal section.

 

6.      EGS System (EGS) -   EGS generates labour attendance report weekly/monthly Progress report and Works detailed reports. This helps in monitoring EGS works, labour potential & expenditure.

 

7.      Establishment Information System (EIS)   EIS gives personnel & service details of employees. ELS generates retirement list, seniority list, increment list, branch wise staff position, branch wise category position, leave balance details, employee history sheet etc. EIS assists decision-makers in day-to-day work.

 

8.   Pay Bill System (Payroll) -  This application (under MS-DOS) is developed to generate monthly pay bills and schedules. Payroll keeps track of history data & generates annual reports. Accountant General and Directorate of Account & Treasury (DAT) have approved and prescribed this package.

 

9.    Collectorate Expenditure Monitoring System (CEMS) -  CEMS generates periodic reports on expenditure for the collectorate. It also projects futuristic budget requirement for the collectorate.

 

10.  Grievance Monitoring System (GMS) - The system helps in monitoring grievances received by the Collectorate.  It generates reports like daily list, pending details, office wise backlog, abstract of disposed complaints etc.

 

11.  Performance Appraisal System (PAS) PAS assists Collector to monitor performance of revenue officers in the district. This application is based on targets; weight age and procedure for mark all allocation. PAS computes rank for revenue Officers and generates MIS reports.

 

12.  Small Saving System (SSS) -  This Government of India scheme is implemented through post offices and nationalized banks. SSMS helps collectorate to monitor implementation of Small Saving scheme and achieve the targets. It generates report on agent information and their incentives.

 

13. Land Record Software -   Land is a valuable asset of human being Documents relating to these lands are kept at safe place. This

    document     forms a “Land Record” In rural areas, owner of land can be finding out from village form No 7/12. This is called as Record of    

    Rights. In Urban areas these are called as property Register Card. This gives you comprehensive extracts of a given property.    

1.  LMIS - This S/W is developed by NIC, Pune. This software is used for the computerization of Village Form 7/12. LMIS s/w is implemented in all 16 Tahsils of Yavatmal District.  Computerized 7/12 will be issued to the farmers.

 

2.  PCIS  -  This S/W is developed by NIC, Pune. This software is used for the computerization of Property Cards. PCIS s/w is implemented in all 16 TILRs of Yavatmal District.       This s/w is used for the computeration of property cards. Computerized PR cards are being issued to the Public.

 

14.  Staff Information System -  This S/W maintains the details of class III & class IV staff, Family detail, service details, transfer etc.

 

15.  Compensation Recruitment This S/W maintains the information of all applicants applied for recruitment on the basis of compensation and generates report as required.

 

16.  Project affected software - This software maintains the details of people’s affected by the project in Yavatmal district.

 

17.  Parliament & Assembly Election  This S/W is used for the Parliament and  Assembly Election purpose.

 

18.  Freedom Fighter This software is used for computerization of all freedom fighter information. This S/W maintains the information of freedom fighter in various Wars.

 

19.  Teacher’s Recruitment This S/W is used for the recruitment of primary teachers. This S/W maintains the list of candidate on the basis of category. This S/W generated report on basis of written test, Interview and final selection is done.

 

20. Rainfall This S/W is used for the computarisation of rainfall in different tahsils of Yavatmal District. It generate the reports of daily rainfall, 

      average rainfall etc.

  

21. Child Labour -This S/W maintains the details of child labour in Yavatmal district. This S/W generate the report as required by the district 

      administration.

 

22.Gram Panchyat -  This S/W is used for maintains the details of all Gram Penchant in various Tahsils. On the basis of information stored it

     generate the details report of each, Grampanchayate having information of Sarpanch, Dy.Sarpanch, members, category etc.

 

23.   Pending Reference - Computerization is done of all letters, Fax, Telegram, received from MP, MLA, Government in Collectorate Yavatmal and generate and pending reports.

 

24.  Lokshahi Din -  Lokshahi Din is celebrated on first Monday of every month. No. Of complaints receives against various Departments. This S/W maintains the information of all complaints and generate the report for District Administration.

 

25. Z.P.Reference - This software is used for mainting various Z.P.reference ,pending reference in different section. useful for taking the review .

 

26. Graphical Rainfall This software acceptes daily report of rainfall data entry. Through this software monthly, yearly reports generated in

       graphical report.

 

 27. Setu - This software is developed to monitor the applications received from public for getting various types of information like licence,

       Prcard, nakkal from record room etc from SUVIDHA KENDRA. This facilitates administration to immediate attention on application where

        it is pending with & for what reason. This generates various reports like List of information to be given to public 1-day advance, Application

        pending for more than given period, etc.

 

28.  Rural Soft Software -  Rural Soft software is developed by NIC, New Delhi. This s/w is installed in DRDA, ZP, and Yavatmal, used for Computerization

          of various Govt. Schemes.

 

29.  Record Room Software Record   Room Information System software is  installed and workign fine at  collector office and Zilla Parishad.

 

30.  Z.P. Accounting System software Z.P. Accounting System software is already installed in Z.P. useful for the computerization of Finance Dept. of Zilla Parished, Yavatmal.

 

 31. CNAA S/W - CNAA S/W is working at  District Health Office 

 

  32.  Agmarknet APMC - This s/w is developed by NIC (HQ) for the computerization of  Agricultural Product Marketing Committee Office.

 

33. Leave Information System This Software is developed for monitoring the leaves applicable to employees of Government of

      Maharashtra. This application accepts official and personnel details of employee’s. Maintains details of  CL,EL and other Leaves and

      generate various reports useful for administration purpose.

      

 

                        Software, Hardware and E-Mail Support

 

      NIC district center, Collectorate Yavatmal extending S/W, hardware and E-mail support to the following Government offices for the  

      computersation of their various department.
